4/18/2025 Legislative Update – Understanding the Impact of AB 84 on Charter Schools and Nonclassroom-Based Learning

California families have long chosen charter schools—especially nonclassroom-based (NCB) programs—for their flexibility, personalized instruction, and responsiveness to diverse student needs. As an organization committed to educational innovation and student-centered learning, Innovative Education Management (IEM) is deeply concerned about the sweeping implications of Assembly Bill 84 (AB 84) currently making its way through the state legislature.

While AB 84 is framed as a measure to increase accountability, its provisions would result in severe, wide-ranging consequences for charter schools, particularly those offering personalized, flexible, and nontraditional education. These changes could disrupt the very foundations of successful, student-driven learning models that thousands of families depend on each day.
